What Is a Costed Implementation Plan?

A Costed Implementation Plan (CIP) is a multi-year actionable roadmap designed to help governments achieve their family planning goals—goals that when achieved will save millions of lives and improve the health and wellbeing of women, families and communities. CIPs are a critical tool in transforming ambitious family planning commitments—such as those made through Family Planning 2020 and the 爱博体育分析—into concrete programs and policies.

 Countries must be strategic and efficient in investing limited resources to meet the growing demand for family planning. Those that devote time and resources in developing a CIP will emerge with a detailed plan for systematically implementing strategies, fulfilling commitments and achieving family planning goals. A comprehensive CIP can address and budget for all thematic areas of a family planning program: demand creation; service delivery and access; contraceptive security; policy and enabling environment; financing; and stewardship, management, and accountability. By engaging in the CIP strategic planning process, governments can:

  • Prioritize family planning interventions
  • Detail key activities and outline a roadmap for implementation 
  • Estimate the impacts of interventions
  • Forecast costs and make strategic allocation decisions
  • Mobilize resources to meet gaps 
  • Monitor progress

What Is the Costed Implementation Plan Resource Kit?

The CIP Resource Kit features tools for developing and executing a robust, actionable and resourced family planning strategy. Specifically, the kit includes guidance documents and tools necessary for program planners, ministry representatives and technical assistance providers to go through the CIP process. The Resource Kit provides best-practice guidance based on the hands-on experience of governments, donors and technical assistance providers in creating and implementing CIPs.

爱博体育分析The Resource Kit can accelerate progress toward family planning goals irrespective of a country’s current stage of CIP implementation: Government officials and technical assistance providers can use the kit to develop new plans, help refine and implement existing strategies and move policy to action. Users are encouraged to select and adapt the guidance documents and tools that suit their needs, as not every country context requires carrying out each step of the process or using every resource in the kit. 

10 Steps: Building a Costed Implementation Plan

The CIP process can be divided into 10 steps, implemented across three phases: plan, develop and execute. Stakeholder engagement, advocacy and sustained commitment to rights and empowerment principles are essential components that should crosscut the CIP cycle.

The following partners led the development of new tools for the Resource Kit as well as curated existing relevant resources:

The Health Policy Project (HPP) works to strengthen evidence-based policy, advocacy, governance and finance to shape health services, systems and budgets in developing countries. HPP identifies gaps in existing policy, generates evidence and builds the capacity of governments, civil society and other local organizations to advocate for and implement strategic, equitable and sustainable health programming. By working with in-country partners, HPP promotes sustained commitment to and country ownership of policy responses—from policy formulation to implementation and monitoring—in  HIV, family planning and reproductive health (FP/RH) and maternal and child health.
The Knowledge for Health (K4Health) Project is the flagship health knowledge management project of the U.S. Agency for International Development (USAID) Bureau for Global Health, Office of Population and Reproductive Health. K4Health is implemented by the Johns Hopkins  (CCP),  and , in collaboration with a host of other partners around the world.
